AS the central metropolis, Shenyang is the Capital of Liaoning Province, knowing as the Industrial Base of China and famous Historic Cultural City. Since the beginning of the reform and opening to the world from the 1980's, Shenyang has undergone great historical changes heading to a brand-new development period through continual perfection of the city functions and further bettering of the investment environment. Now with the profoundly reinforced conprehensive capabilities, Shenyang has become the key national industrial base and the headquarter and hinterland of the East Liaoning peninsula.
In the course of future social and econimic development, Shenyang has taken the three strategies of "Stretching through Opening to the outside world, Optimizing City Structures, Prospering City through Science and Technology" as the guiding principle for promoting futher reform and opening to the world. Through allround opening, the government is to accelerate the formation of the great market system,rapidly coincide with the international market, speed up the process of fully applying science and technology into economy, restructure the industries, rebuild the city functions, expedite the development of the auxiliary cities and satellite cities, and by way of the radiating and correlating effect, promote the jumping development of the middle-area cities of Liaoning.
Presently, we are concentrating to further reforming the SOEs, promoting the development of the non-state-owned economies, accelerating the formation of grand central logistics, and further improving the investment environment. We believe, in the near future, a brand-new international motroplis unifying production,trade,finance,science and technology,information,culture and tourism will stand high in the Northeast China.

STRUCTURE OF THE MUNICIPAL GOVERNMNET
Shenyang Municipal Government consists of three parts:
District Governments: those jurisdiction sections that are majorly in the urban area or neibouring the urban area are called districts. There are five urban districts which are Heping District,Shenhe District,Tiexi District,Dadong District and Huanggu District.There are also four districts which have both urban and rural administrative functions, they are: Dongling District, Sujiatun District, Yuhong District and Xinchengzi District in the four directions around Shenyang.
The District has a level of government which are the sub-government of the municipal government.
County Governments: those sections which are in the rural area are called counties. There are four counties in Shenyang, they are Xin Min City(County),Liao Zhong County,Kang Ping County and Fa Ku County, those are the major agricultural areas.
The County is also a lower level of government of the Municipal Government, the same level with the district government.
Special Economic Zones: those are very special components of the government which are ratified by the Central Government of China as separate economic development zones. There are five such special zones in Shenyang: Shenyang New and Hi-tech Industry Development Zone in the south, Shenyang Economic and Technology Development Zone in the west,Shenyang Qipan Mountain Scenery & Tourism Development Zone in the east,Shenyang Huishan Agricultural Industry Development Zone in the Northeast and Shenyang Finance & Trade Development Zone in the Center of Shenyang..
The Special Zones are not real lower level governments of the Municipal Government, but possess most of the power of the government.
